Serranus subligarius. Belted Sandperch. Come from Caribbean. Generally reef safe but can have a bad attitude

I had a Mediterranean Serranus scriba in the past. Interesting fish, but a predator. This one looks like a very close relative. So I'm pretty sure that any fish or shrimp that fits his mouth will end up being a meal.

That's the first time I've ever heard of a fish hitch-hiking in sand. Were you collecting sand locally or what?
