 somebody knows how to cure a seahorse that :
makes poh white
swim with head down and tail up
lays on teh bottom of the tank
eats just a little
its a kuda male...

First, move him to a hospital tank and bring the temperature in the hospital tank down to 68 degrees F (don't lower it more than 4 degrees in 24 hours). Then, answer these questions to give us an idea of what to suggest next.

Can you see any bubbles on your seahorse (especially on its tail)?
Does the pouch look bloated?
What is he eating? And how much is he eating?
What are the parameters in the aquarium (temp, pH, ammonia, nitrite, nitrate)?
Any recent changes in the aquarium?
What kind of setup is he in (tank size, flow, etc.)?
Who are his tankmates?
Where did you get him, how long have you had him, and is he captive bred or wild caught?

The head down, tail up, sounds like some form of gas bubble disease, but then he'd be floating, not laying on the bottom. The white pooh suggests he is either not eating or has parasites. More info will help us let you know what to do next. You also may be able to find help at www.seahorse.org, they have a seahorse disease pictures forum, and also a seahorse diseases and treatment forum, that may help you out.

Okay, if you haven't moved him to a hospital tank yet, please do. The temperature in your aquarium is too high for him. I would keep him at temperatures no higher than 23 degrees C (the pathogens that are most dangerous to seahorses are much more aggressive at higher temps), and while he is sick, I would bring his temp down to 20 degrees C.
Artemia are not a sufficient diet for seahorses. It would be like you trying to live on popcorn. It is also awefully small food for an adult seahorse. Please try some live shrimp such as ghost shrimp, glass shrimp, mysis shrimp, of volcanic shrimp, or at least use adult brine and gutload them with an enrichment that has HUFAs in it like selco or vibrance.
Those are really inappropriate tankmates for him, unless he is off in a tank/section by himself. The only tankmate that he could be in with would be the mandarin, the others are too aggressive and are probably really stressing him out.
The bloated pouch indicates air trapped in the pouch or pouch emphasyma. You will probably need to do a pouch evacuation and/or a diamox treatment. I don't have any experience with either one of these, except for what I have read, so I suggest you post on www.seahorse.org in their emergency forum and get someone to walk you through the necessary treatment.
The high temperatures combined with the poor diet and stressful tankmates most likely contributed to the problem, so as soon as you fix these things, he is also likely to feel a lot better.
