It's not a disease. It's just the way they look when they're dying. With sand sifters it's typically due to starvation.

I was about to say what greenbean just said. The "disintegration disease" is usually the starfish falling apart after it's starved to death. It doesn't take long for them to wipe out the suitable food species in an average-sized tank.
