Sebae not taking root.

I've had him for almost a week and he isn't taking root anywhere. He just puffs up and floats around the tank. I tired moving him higher in the rock work and he still won't take root. I hope this little guy isn't doomed. Any suggestions?
 
Most anemones sold as "sebae anemones" prefer fine sand substrates.

You might want to try moving the sand away from the edge of live rock, placing the anemone's foot/column against the bottom edge of rock and glass/acrylic tank bottom, then covering the column up with sand.

Make sure all pump intakes, heaters, etc., are covered so that the anemone does not get damaged.
