Seeding baserock?

So I just picked up some baserock from someone I know in London and I am just curious as to how to go about seeding it? I have placed quite a bit of it into my current DT and the kids 10 gal softie tank. I was thinking about getting a rubbermaid and mixing up some water and salt and tossing in a small powerhear and a heater for the rest. I think I got about 70-80 lbs for about 70 bucks. So what is the best way to seed and get this rock on it's way back to life?
 
it needs to be with good live rock in normal water conditions.i usually keep it in my sump for about 4 months... was this rock dry?

It was initially dry then he placed quite a bit of it into his sump for me over the last 3 weeks and now I have it in my established display tank and some in my kids softy tank and the rest is in bags and boxes in my basement. So today I am heading out to pick up a rubbermaid and a small heater and powerhead. I think I am going to put a couple of my small pieces of established rock from my DT into the rubbermaid with the rest.
 
before i set up my big tank i had a 46 breeder. i did not want to spend a lot of extra money on rock. i bought a rubbermade tub a couple of bulkheads and made a secondary sump. connected it to that system and had 20 gallon tub for making rock go live! just an idea.

Thanks but I am not looking to build a sump mind you it soundslike an easy way to do it. I am just thinking I will try using the in tank method currently. Plus the heater and powerhead in the rubbermaid tub.

It has to be added to a live(established) system in order to become live. Although I've seen a lot of arguments over whether it truly ever becomes live rock again once it becomes dead base rock.

What type of light do you use on it?
 
i didn't use light when i had the 20 tub set up. my main goal was to get a healthy bacterial base i wasn't concerned about coraline. i knew that i would get the coraline after it was in the tank.
the base rock i am seeding now for a 40 gallon. is in my 75 sump. it is lit by 65k bulb

Ok thanks. I have also decided to seed as much as possible in my display and in the kids softie tank. The rest I am leaving in plastic bags in the cardboard box downstairs till the 75 is set up in May and then I will just add the rest of the stuff once that tank is up.
