I heard that Tunze skimmers (i.e. 9002, 9005) require a constant water level...

I also heard that the Tunze skimmers that are designed to be used in sumps (i.e. 9010) are not water level sensitve...

Can you provide more information on this?

I am not going to be running a water leveler, and my levels do fluctuate.

What would your recommned for 55g FOWLR tank?

Yes, they work best with a constant water level and much more than a 1/2" fluctuation and it isn't going to work very well. The sump versions have a standpipe and because of this the internal water level stays constant.

Would you have a sump or not?
