Setup nano? Surface skimmer?

My set up in the chambers are...
first- LR
Second- a refug( a inch of LS, Chaeto, and some LR)
Third - orginal pump and a heater
Also a extra power head
Im not sure if this is ok or not, also, what's the pos of a surface skimmer? How can u make a DIY?
