Shooting under actinics

I am trying to shoot under actinics, but just cant seem to get it. They either come out oversaturated of fish are blurry. I am using a D50 with 18-70mm DX lens. I tried using different white balances, tried mainly on Aperature Priority. Would like some tips.

For my money and time taking a pure white coffee filter (from a coffee maker) putting it over the lens, aim camera at tank, take a pic, set the AWB to that image and that is about as good as you can do.
