1) Really clean glass.
2) Really clean water.
3) Focus carefully.
4) Have enough of the right lighting.
and of course a nice camera and lense can make your pictures even better, but those items will definitely get you started. My camera is a Canon Rebel T1i, and I'm using a Canon 100mm macro lens.
I wouldn't say I take very nice pictures but two of the best tips I've ever read about is turn all the pumps off and let everything settle and shoot at night with no other lighting in the room. It will do wonders for your pictures.
