Maybe the tiny red opae ula (Halocaridina rubra) shrimp from Hawaii would work....they are apparently not a true shrimp. They are very easy to keep. I have had about 30 in a small Betta bowl for the past two years and I just ignore them except for topping off the water every couple of weeks. They eat algae and detritus, and I rarely add any food for them.
You can find them for sale on eBay and a few websites. I know that Ocean Rider sells them (but their prices are high) and that they also carry dwarf seahorses occasionally. If you send them an email they should be able to tell you if they are OK with juvenile dwarf seahorses (they would definitely be no problem with the adults). Hope this helps!
