Sick Blue Jaw Trigger

I dont know what is wrong with my trigger, but we just setup the new tank and he has been hiding out in the rocks for 3 days. he is the only fish not well. today he came out of the rocks and is on the sand bed and is digging into the sand. I made a video of it here. is it ick? if so, I can do hypo salinity treatment. PLEASE HELP!!

Really can't tell much; possibly because of the dirty glass. There seem to be parasites on the fish and its obviously in bad shape. It seems to be in advanced ich or velvet and scratching its gills, parasites love it the gills. If this was early ich, I'd do tank-transfer; but copper will cure both velvet and ich. I'd do a FW dip; that will provide immediate relief for velvet, but not ich, and follow with Cupramine. This fish doesn't look good at all; you don't have much time, especially with velvet.
 
It looks like parasites, but it is just sand on the fish. He is still in the same predicament. I am going to treat with coupermine tomorrow. Thanks!
