Sick Kole "yellow eye" Tang

My friend bought a Kole tang from an LFS for me but this poor thing looks terrible , it was pretty bad when she brought it to me but now its getting worse and I have no idea what it has.
His mouth is open(he cant close it) and he is breathing rapidly, sometimes he lays on the sand on his side and sometimes he'll swim.
He seems interested in food(if he sees it and is in a small enough space to pick at it otherwise he doesnt chase after it, I have tried feediing nori, seaweed regular algae on LR, flakes and new life spectrum and he has only taken to the NLS a little everything else was ignored)
He has lesions on his tail, sides and head.
I really like this little fish and I want to treat him and try to make him better, he's in the 10 QT right now(previously with a powerhead but it just blows him away.)
Water is fine btw

I searched the forums and the short consensus is to use garlic extreme to get the fish to eat. I'm only giving you advise based off of me researching why my kole tang was losing color and it looked to be because of malnutrition. I also took from the search that curing disease is mostly about providing the right nutrition for the fish so their bodies can fend off whatever is affecting them. Good luck. Hope the fish makes it through.
