Silicone repair

So before I moved I had my tank drilled and had an overflow box siliconed in, well it came loose and some of it has torn on the sides. Any advice on what to use to glue it back?

Saw ORCA glue - had mixed reviews

Also was thinking epoxy

I'm not able to drain the water and re silicone it and wait two days

Any advice would be great
