skimmer or sump?

I'm buying a 75 from a friend and I am really unsure of the best route to take. Would a protein skimmer do enough for a tank of that size? Or would it be a good idea to invest in a sump? Any advice on the matter is really appreciated as I am pretty new at this. And on average how much is the cost for building a sump. Can you make one out of another smaller aquarium like a 29?

Most individuals will put the skimmer in the sump - so, both. I loved to reference this sight when I first got started:

I justed started building a 90 gallon. I use a skimmer and a mechical filter in my 30 gallon. With the 90 I used a Pro Aquatics 150 with a built in skimmer. From others I have seen, this should do the trick.

Thanks for the link, that gave alot of good information. Does anyone have any ideas of where I might be able to buy a pre-made weir and pre-made sump online? Or where I might be able to buy some acrylic to make one of my own? Thanks for the help
