skimmer question

Hey there all, i currently have an Reef Devil skimmer, my problem is it keeps filling up with water and not foam, someday s its all foam and other days its just water, does anyone know what is going on?

the water lever changed and then the skimmer had shifted off of the platform i have it on. so i fixed it and made some adjustments, so now the wait lol! thanks for your help
