small, reef-friendly eel, does it exist?

I'm partial to the golden dwarf moray. Never had one (no tight-fitting canopy), but if I could have an eel, that would be the one I'd pick.
 
Golden dwarf is your best bet.

Like ivgonmad said, all eels are technically reef safe in that they won't bother corals, but inverts and fish (depending on the species) are fair game. One thing with eels like snowflakes and zebras in reefs is that they can have a tendency to knock over corals, or get them covered in sand while burrowing. Make sure your corals are securely attatched to rock...I'd say that golden dwarfs and zebras are really the two best for reef tanks.
 
there are like 1000+ different names for each eel, I wouldn't rely on the common names. Try using the scientific names, helps avoid misunderstandings :)

is there more than one type of zebra. i read somewhere they stay small in length.

Gymnomuraena zebra...the largest I've personally seen was about 42", but they get larger.
 
golden dwarf moray out of HI are the best! you just have to make sure they cannot get out of the aquarium. i have one that is 4" (looks like the size of an earthworm) and he travels anywhere he can fit!
