Mine was actually skimming better in fresh water with vinegar. I had the valve all the way open and it was just running into the cup.

You need to start measuring the effluent over a minute as 4 drips per second is tough to count. Figure out your milliliters per minute and then add about 5cc per minute and give it a day. You don't want to keep it at zero more than a day or it could produce hydrogen sulfide. The bacteria in the reactor have to be kept fed, so when you have zero nitrite and zero nitrate coming out, you need to increase the effluent rate some. After increasing the rate, re-measure over a minute and write that number down. You might start building up some gas while cycling the reactor too, so if you notice the rate slowing down, just bleed some gas off with that stopcock, but be careful not to bleed too much off as you will be introducing that much tank water into the reactor as you do, introducing too much oxygenated water into the reactor.
 
You need to be very methodical with this thing until you get it running at a nice clip.
