honestly, personally I probably wouldn't put netting on it. The netting would keep him out of the cup yes...But he would probably dry out sitting on the netting. At least in the cup you can find and catch him easily. Now if you could retrofit a cone to sit on top of the overflow that would allow him to fall back into the tank, that's a different story.
I've seen that before. That looks like the surface skimming part of the overflow, not the skimmer. I've never seen a fish in the skimmer cup...that would be pretty close to impossible.

On my frag tank the drain is an open 1 1/2" pipe. On day 1, one of three green chromis went down the waterslide to the sump where there is ~#100 of live rock. It will be it's forever home because I will not be removing all that rock to get it out.
