Actually, I'd recommend Lightroom first and then a photoshop variant. If you can't afford CD4, loot at Elements.

What am I gaining from Lightroom to photo shop? I see all of these pictures people do with blacked out backgrounds and cool frame affects, can that type of thing be done in Lightroom, or do I need to spend the extra $300.? Thanks for everyone's input, I like most people hate buying something only to find out that for a few more dollars(not that 300 is a few) I could of got something much better. Again, thanks for all you input. :-)
 
Lightroom is first and foremost a RAW conversion tool. It does much more but that's really it's strong suit. It allows you to get all of the benefits of shooting RAW without the hassle. I don't see them as an either or thing; my workflow uses both.

If all you're looking to do is add "cool frames" just buy Elements.
