some questions about running a UV Sterilizer and/or Carbon

I recently bought a used frag tank that the previous owner built. its 30g and has a built in overflow that has 3 chambers in the back one for a nano skimmer, on as a fuge with chateo and one with a mesh bag with carbon pellets in it.. the return pump goes outside the tank connected to i believe a Turbo Twist UV Sterilizer (link: http://www.drsfostersmith.com/product/prod_display.cfm?c=3578+4393+7999&pcatid=7999 ) 9W.... Well ive ran the tank for a good 3 weeks without the sterilizer as i was waiting on a new bulb. The tank started growing green hairy algae and the water is not super clear. I got my sterilizer bulb today and plugged it in right away. The question i have is how long do i run the sterilizer daily (do i put on a timer) and should i run it at a certain time of the day like when main lights are off and fuge light is on or does it not matter...?? also is the bag of carbon ok with using the sterilizer as well?

Run the sterilizer 24/7; you can also run carbon at the same time...they both handle different issues.
 
In fact, the carbon will greatly increase water clarity, allowing UV to penetrate the water column, within the reaction chamber/sleeve, with infinitesimal loss of intensity; thereby opimizing the UVs efficiency, exponentially ...

Ensure that your flow rate/dwell time is ideal for what you are attempting to accomplish by implementing UV Sterilization i.e. faster flow rates/more volume for reduction in bacterial/algal spores, versus slower flow rates/less volume for reduction of parasitic diseases
 
Ok well with the UV now running will the algae die off or do i need to clean the inside of hairy algae and anything else?
