So a few weeks ago he stopped eating flakes and pellets , and started hiding in the rocks but would come out just for nori .

No it's been over a week that he does not even want nori at all but is out more . I've tried putting it in front of him , dropping food next to him nothing . He looks skinny . I don't see any marks on him no blotches no rednes no white spots .

The last 2 days he's been out but swimming weird swimming sideways kinda almost doing back flips somewhat to . Everyone else in the tank is fine .

I don't think he's going to make it much longer since he's not eating

Funky swimming more often than not point to swimming bladder infections... But for example if he had dropsy he would also look bloated.
Tangs are reputed to develop HLLE ... Perhaps something to look into , sometimes the erosion line is very subtle in the beginning.

What is the history of this fish, i.e. how long have you had it, was it quarantined, was anything added to the system recently etc.?

He was qt'd for 7 weeks he was my first fish in the tank a year ago. No fish added for 6 months . Other then some sps corals nothing else .

It doesn't look good for him the weird swimming continues ..

How does everything else in the tank look? Any other problems lately? Could there be any malfunctioning equipment in the tank releasing electricity or chemicals in the tank?

Everyone is fat like pigs . Everything looks great .i don't use dosers so no chemical malfunction . As far as mechanical everything is running fine power heads and heater as far I can see/ know.
If it was electrical wouldn't all the other fish be affected by it?

If a pump goes out and heats up it can release chemicals and even copper if it is shorted out.

Even if you don't see a problem with pumps it is not a bid idea to pull them out and have a close look and clean them.

Heavy breathing? How does the fish look physically. color, white spots, growths? What about your tank parameters?
