I'm not an expert in disease so you can probably get a better answer in the diseases forum.
AFAIK even the most clown-specific of diseases, brook, can infect other fish and although it doesn't usually kill the other fish it can stay with the other fish until a clown is re-introduced and then infect new clowns. Ich is the same way. You can have ich in your tank but it won't hurt any fish and you'll never see it. But, when you introduce a stressed fish it will get infected and you'll see the ich again, even after a long time.
