Sorta like a rock wall

What I did was we had a fake rock pond skimmer box cover. So I decided to try to make one by build large rocks around the perimeter and I am trying to cover the plastic in rocks how should I go about glueing the rocks to the plastic but I am also looking for a natural stone color filler like grout. I also needs to be cheap as I don't want to spend much on this project. But also light weight because I do have to get in there for maintenance let me know if you have ideas

Here is the fake one it is pretty old and faded but doesn't really hide Anything being almost blue

What about spray foam? then sculpt/remove excess away. Then sprinkle sand on top so it has a more natural look to it (grout)
 
Here it is still gotta try to get the black stuff off the real rocks. My dumb#%# didn't use glove and one of the nozzles didn't work so I had to press into the plastic to make it work. Then foam flying all over. And my hands woah

Went out there early this morning and cut some more,sanded some of it. Another hour or two it will be pretty good.
