For some reason one of the tips of the bottom one RTN'd. I believe its because it was exposed to strong water flow. I changed its spot so that it doesn't get too much direct water flow.
Should I break it off or should I let it stay like that?

Break it off if it true rtn their is a good chance it will continue...break it off well beyond the dead spot on healthy tissue it will cover the break fairly quickly.... some people put super glue over the broken spot but it is not required it will grow fine without it.
 
Oh I forgot really look at the tips..is their any polyps??? Sometimes that can be new growth...... How long has it been like that???? If it has been that way for awhile without any progression there is a good chance it could be new growth. Or another option would be to wait if it continues to whiten towards the base of the branch break it off but if the white tips get longer toward the terminal tip then it is new growth.
 
it's definitely not growth. This one is a wild colony and it's been in the tank for a week and I've never seen it's polyps out. I don't even know if it has polyps, cuz the surface is so smooth.

It's definitely RTN, cuz it started at the tip and went downward toward the base. I know for sure that tip was exposed to some strong flow.
