"Square Deal" arches down there

I was in the Binghamton/Johnson City/Endwell area recently and I noticed these arches over the highway. What's the story behind them... were these built in the FDR era?
 
There are two arches forming "bookends" along Main St. One is in Endicott and the other is roughly at the border between Johnson City and Endicott. Thjese were not built as government projects but were paid for by employees of Endicott-Johnson shoes. The idea of the "Square Deal" actually derived from Mr. Johnson's philosophy of "a fair days wage for a good day's work" (probably not an exact quote). I don't know the year they were built but I imagine it was in the depression era when, paradoxically. the local factories were at their peak. It's kind of funny but when you live here you become blind to them since you see them frequently but they are pretty cool. Next time your down this way, you should give a shout and stop by.
