I am sure if you realy wanted to cuase yourself grief, you could call the local building permit office and explain that you want to install large aquariums and that they involve water and electricity. I bet you COULD convince them to treat the projects like hot tub installs and require a GFCI breaker and an electrical inspection. Heck they may even require a child safety fence and proof of suitable homeowners insurance... Government can't pass up the opportunity to regulate and tax!
Anyway...
A smart person WOULD have insurance that covered the business and liability. It is also up to the business owner to educate themselves with applicable law and conform to that law.
