Starry Blenny Behavior - Is this normal?

I have a starry benny that is maybe 2 inches long. He will dive down to the sand and flick his body off the sand and dive back up. It looks like he is playing but just want to make sure this is normal.

I had one that did exactly what you see but only scoop up the sand and spread the sand over the nearest zoa colony. Eventually buried the colony.

The fish did it for 3 months and I eventually upgraded my tank to what I have now. Today, the starry blenny still does it but attacks my diamond watchman goby in the process.

So, yes I think it is normal and I also think the starry blenny will outgrow it.
