Started using RO for top off - Xenia closing up!

So the other day I got my RO filter working again and used that water for top off. TDS readings were 15. Over night and this morning I noticed ALL my Xenia has closed up and is looking straggily.
At first I thought it was coming from the new Phosphate reactor, but then it started to do the same in my other tank too.

Anyone have any experience with this?

Well, if your TDS are 15 that could be 15 ppm of either nothing harmful, or any number of things that you wouldn't want in your system. I've heard of people's tanks crashing from 2 TDS because it was the wrong stuff to have, if I were you I'd hook up a DI canister and maybe get a new membrane, whatever it takes to hit 0.

Also, low salinity will make xenia look like that, have you been calibrating your salinity testing device properly?

Yes - I have a refractometer that's calibrated.
I have been using tap water & the carbon & RO membrane in the filter is brand new. I let it run for 90 min before I started to collect water.
I tried adding some Lugol's solution, but that has not appeared to help.
Salinity is 1.025
