Starting fresh after terrible crash..need help

Absolutely, if it truly is still established and recently came from a tank, then it can speed up your cycle quite a bit. That's what happened to m, my full cycle went through in about 2 weeks.

I used dry rock, live sand, and biospira on my first tank and it cycled in 11 days

I'm sorry you have gone through this. I had a tank leak in my 120 gallon, which led to taking it down. (It turns out it was the sump that cracked, but I didn't trust the structural integrity of the stand anymore.). I had to get rid of all but my smallest fish, which I moved to my 30 gallon quarantine tank. Then the heater in the quarantine tank malfunctioned and killed all but one of my remaining fish. Now that tank is leaking, so I am cycling a new tank to move my lone clownfish and start over again.

Basically, this hobby can definitely break your heart, and even when you think you are doing everything great, things can happen that are outside of your control. Just don't kick yourself too hard over it.

As for the water changes during cycling, you will see different opinions. I just feed the tank as I would if it was stocked and monitor the levels without water changes. For me, it makes the most sense to let the biological filtration level itself out rather than taking out bacteria with repeated changes. However, many people do water changes frequently during the cycle with good results, so it is really about what you are most comfortable with. Since you do not have a RO/DI set up, it is probably easier for you to err on the side of little to no water changes for now.

*If* the rock you are receiving from the reef set up has been fed and received water flow, you may not see any cycle at all with the new rock.

Definitely look into getting the RO/DI though. They are not that expensive, and they are invaluable if you need to do emergency water changes. Plus you will need to top off water pretty regularly.
 
Quite alright. Just got my new 20g tall set up. Ro/di water in, 30 lbs of beautiful fiji rock (one piece was 17 pounds alone!) and ammonia is in between 0 and 0.25 ppm
