Starting tank

Hello everyone and thanks in advance. I am starting a new 10gallon nano with mostly dry rock and live sand going to seed with 2lbs live rock. I don't have my lights done and will be about 2 weeks unroll completed should i set dry rock and sand up in tank now or wait till lights complete? If I set up now should I wait to add live rock until lights are complete?

You do NOT need to run lights at all during cycling so get it all (sand + dry + live rock) going now..
