The router is most likely static (most IPs only require the router to be configured to static).
The Apex is a different story; if you intend to access the Apex from the internet (through the router) then IMO it is easier to use a static address; that way you don't need to deal with DNS Reservation which can be tricky in some routers.

Sorry to piggyback here, but I'm having the same issues with my AC3 although at the moment I can access aquanotes (iPhone) at my house, but not abroad. I was going to get on here and ask the same questions.

If you wouldn't mind, I'd really really appreciate some help with my setup as well. I'm in the central time and open now until 7pm central. I guess I'll be checking my PMs.
Oh. I also forgot to mention that when I setup my AC3 it was version 3.2 and my login page on my computer had all the options working and I could program right from my computer. I recently upgraded firmware and I'm on 3.4 (quite a chore ) and my screen now lists the same options but when I click on them, nothing happens. (I'm currently controlling and editing everything via iPhone at home). The previous version had the big title, "AquaController III" whereas post-update all I see are these dead "links" :
