I'd say get setup and get past your cycle, then determine what your comfortable with. I would start with the clown pair and gauge how comfortable you are with the bioload. If I personally was to add as many fish as I could fit in a 10g, my list would as:
Trimma goby
Neon goby
Watchman with pistol shrimp ( although he gets big, he will rarely leave the entrance of his cave, you will need a dsb)
Clowns, percs or osc only
Although clowns can be kept in 10g and less, I could t imagine keeping my 7 year old pair in such a small tank. So remember, they will get big over time
