strange onyx clown behavior

I have a pair of juvenile CB onyx clowns that have been in the tank for a couple of months now. They were the first fish in the tank (a 150g FOWLR).
Since introduction they have basically stayed in the back of the tank near the surface. Is this normal?
Disappointing as I was hoping they would swim around more to be seen.
Anything I should do?

This is pretty typical. When I first had clowns in fowlrs they would always stay around the top corner part of the tank. Same with a couple of my buddies. Since I placed nems in the tank the clowns found a better host and stayed there. My one pair of clowns wouldnt go near any nems so they pick a shell to host them. If they dont have there "special" spot they would always stay by the glass. Its pretty odd. Are there any other fish in with them now?

Yes there are other fish - female black spotted angel, dragon goby, royal gramma and sixline wrasse. Doesn't appear anyone is bothering them. I have a fair amount of LR with lots of hiding spots but they stay up top.
Should I put in a shell or something similar?

It might help. The shell I used was around the size of my fist. The clowns showed the same behavior to it as if it was an anemone.
