stray voltage?

I know not long ago someone posted something about stray voltage but I couldn't find that post. So I will ask here.

How can I test for stray voltage using a meter? I suspect I may have stray voltage but I don't feel a shocking sensation. I do for the past maybe 2 times felt as if my arms were a bit numb after working in the tank. Also my water feels cold and temp reads 79 ish. I checked temp with RK and a cheapo petsmart digital temp guage and they are off by less than 1/2 a degree. I don't think I'm going crazy :spin2: :headwally: At least I hope I'm not. lol!

If I remember correctly, you can use a multimeter to test by placing the red lead in the water and the black lead into the ground of an outlet.
