Stream 6100

If I reduce the speed of the 6100 streams on the driver to the minimum ( I believe ios 30%) and I'm using a 7095 controller with the pulsing setting from 30% to 100%, will the controller reduce the speed of the pump to 30% of the 30% set on the driver, and when it goes back to 100%=30% set on the driver?
If my question doesn't make sense let me know and I'll try to post differently

The pump and controller will work erratically and be prone to failure, when using a controller the driver must be at 100%.
