Submersible LED's for spot lighting?

Hey all,

I've been looking for information about the submersible LED's that I see advertised everywhere now. I have a 60gal, running 2 dual T5 HO putting my (apparently outdated) watts/gallon at about 3.6.
I'm wondering if the submersible LED's can provide enough supplimental light to fill in on the lighting requirements of an amenome. (I'd specifically like to add a Rose Bulb Anemone...but I realize my lighting doesn't meet the requirements) I can provide futher tank parameters as necessary but since my question is lighting specific... Possibly pertinent to the discussion though is that I have a Torch and a FrogSpawn doing quite well middle to high in my tank..
I'm guessing that since I cannot find any decent information, that the PAR values of these lights are minimal, and will not help to make an anemone happy.
I realize also that they will move about the tank, but am assuming that if the submersible LED's actually provide lighting value that it would choose a location in proximity.
Any advice or suggestions as to how I could do some "target" or "spot" lighting withougt doing an upgrade to my main lighting would be appreciated; in addition, if there really isn't a way to make an anemone thrive not survive in this type of scenario, please also let me know.

It would make more sense to just upgrade your main lighting fixture. If you put a spotlight over the tank, there would be a different light spectrum in that one area. If you upgrade your lights to about 5watts per gallon, you can keep most things including anemones. A good 4bulb T5HO would work. Right now, a 2bulb T5 unit probably won't sustaine enough light for the anemone, unfortunetly.

There's a difference between 2 dual bulb T5HO and a 4 bulb t5HO?
 
So just to follow up on my thinking here.
"If you put a spotlight over the tank, there would be a different light spectrum in that one area. " Isn't this a "natural" type of occurrence? Anytime I'm confused about something I try to think about what the natural habitat would look like. When I've been snorkeling I see natural light variations everywhere.
So what I was thinking was that adding the submersible LED's would add a "natural light variation" to the tank...Placing them such that they focus on the outer edges of the live rock, "feels" like it would just be adding areas to the tank of more focused sunshine.
I don't have any idea if that makes sense to anyone..I'd love to hear thoughts on it. Also I don't know that the LED's are actually going to provide enough PAR value to really make any difference..I'd love to hear thoughts on that one also...
