submersible skimmer problems/tuning

I'm having a problem with my skimmer in my filter and not sure what to do about it. I have a wet/dry filter identical to the one pictured in the link below:

Mine is without bioballs. The problem is, is that the skimmer (which is located to the left of the filter, the picture is missing the skimmate cup) doesn't seem to do anything. The Rio power head that drives it puts plenty of bubbles into the cylinder, but it never really seems to remove anything. Is there some way to adjust this? I understand it by far isn't the best choice for a skimmer, but better then nothing. I just can't believe that it has nothing to pull out of the 55 gallon reef tank.

You could cap the underside of the chamber and attach a plastic gate valve to control the outflow and adjust water height. Other option would be more bubbles (mesh mod or better pump).
 
Sealing off the bottom isn't a big deal. Where and how would I put the valve?

How does the RIO pump into the chamber?

I'd first see if you can find a pvc cap that will fit the tube, hopefully one that will seal and be removable with an Oring between. Then dremel a hole in the side for a Uniseal and a plastic gate valve.

I'd still mesh mod the pump.
