Suggestions on Frag Tank design?

I wanted a simple 48x24x18 frag tank that didn't need a sump and overflows and holes, etc. Plan was/ is to just use a HOB skimmer, HOB Marineland biowheel filter and lift the eggcrate over a layer of liverock resting on a barebottom (or substrate?) with a small powerhead on the bottom to clear detritus and keep flow over the rock. My question is... will the HOB filter and skimmer give too much surface agitation and or be too much flow for the frags? would an overflow be a better option? Also, I picked up (2) AI Primes to light it but wondering if I should go the T5/MH route.

I despise overflows. Your idea will work with siphoning detrius and water changes. Look into matrix, or marinepure instead of LR.
