Good question. Darn nuisance, in trying to position a skimmer in that section. It may be a notion of causing deposition of particulates, but I'd prefer a level middle chamber floor.
A sump needs an intial chamber to calm the inflow; possibly a very small chamber for the heater, but not necessary, and an over-under pair of walls (which can comprise the heater chamber) to stop crud or algae from a fuge, or stray fish, from getting to the final chamber where your pumps are.
