Sump help about feed line

I going to be adding a sump to my tank. Im not sure however how to run the line from the tank to the sump. The line comes of the tank thought the overflow and down to the sump, then what. Do I let the pipe go to the very bottom, cut it of at the very top?
 
I have mine a couple of inches below the water line so that you don't get a bunch of splashing noise. It works pretty good.
 
Like he said I keep my pipes that drain to the sump below the water leve to avoid all the noise you would get if above water level.
 
This is how I have mine. It's pretty quiet.

I drain mine into a bucket in the sump that also holds the feed pump for the skimmer...it ensures that the water that goes to the skimmer is as dirty as it comes from the overflow. The drain line is at the bottom of the bucket with a "T" on the end to help vent air.
