Sump help please

First sump - three sections - skimmer, refugium and return.

1) The level in the return varies quite a bit, often going down.

2) I used the ball valve I installed to limit the return pump output, and the return section level rises, but temporarily it seems, and I am not getting as much flow then as I could.

3) How can you tell when you need to top off? Is the water in the return area the indicator?

I tried topping off in return, and that may be working. Any and all help appreciated.

I have my (ATO) topoff sensor in the same chamber as my return pump (Mag5), it seems to have worked fine that way . I have a HOB (600GPH )supplying my 10gal sump and no valve on on the Mag5 return pump as it is not needed..

Here's a picture ..notice my winshield washer resevoir for the autotopoff.Works pretty good but it only holds a gallon unfortunately....It has a built in 12v pump running off a DC wall converter. You can see the ato sensor and the 1/8 in airline that I bent to deliver the fresh water.

That's very cool. Unfortunately, with the 15 below my 54 corner, there is nor room for anything else. Its crazy enough as it is. However, that does tell me that I should simply top off my return section until it maintains its level.

The water level in the tank will always be full because the pump keeps it there. The only reason for a ball valve besides removal of the pump is to restrict the flow only if it is too much.
Water in the sump will drop from evaporation and that is where you can tell when and how much to add daily. A simple line or mark on the outside will serve as an indication for the levels.
Remember to figure drain down from the tank when the pump shuts off or the sump will overflow.
