Surface Skum, Powerhead & Heater Help

Setup my 11g Via Aqua and was wondering what you guys do to get rid of the surface skum. I tried aiming a powerhead at it but it just builds around the area. Also tried to siphon it out during water changes and I can never get it all. The tank is tall and narrow so scum builds faster than a wider 10g.

Also can someone recommend a good powerhead that is smaller in size than the maxijet....I was thinking about the mini-jet. Is there anything else? I remember seeing a mini Tunze somewhere.

Also can someone recommend a good heater.

I know that overflows can help get rid of this problem. You can buy small ones that get tubed into a filter tube, and suck scum off the surface
 
Minijets are great. Small and pretty strong with adjustable flow rates. The best part is that they are really inexpensive.
