Swabbie question

Hello everyone, I have a question regarding the Avast Swabbie. I recently bought one used. When I got the skimmer there was a few parts broke on the skimmer but even worse the swabbie didn't work. I plugged it in to the wall outlet and it did nothing. The seller is trying to tell me that it needs to be connected to an apex to work. I tried explaining that the apex is just used as a timer that the 110 volts Ac supplied by the apex to run the swabbie is the same as the wall voltage. Anyone have experience with these to confirm what I'm saying or am I missing something?

I currently have two swabbies on two different skimmers and I also have an Apex system.

Your understanding is correct. If you plug the swabbie into an outlet, it should run until you unplug it.

The only thing the Apex does is turn the outlet on and off for a specified time period.
