Taiwan Cert and Palau/Malaysia Dives

I'm going to take classes and get certified while I'm here in Taiwan taking Mandarin Classes. Anyone have advice on a good class or what to look for when shopping for a dive class?

I did some quick reading and will get my on mask and bootie/fins, but any advice on sites to get an idea of prices? I don't mind paying but really hate to get ripped off.

Also, planning on going to Palau and Malaysia (really nice how everywhere is close and cheap to fly from Taiwan) after certification. Any advice on local places to dive or shops to check out?

Thanks in advance and appreciate any help in learning to enjoy scuba safely.
