tank repair?

how old do you think this tank is? I was assuming that this damage was local damage and not indicative of a problem with the entire aquarium. obviously if all of the silicone on the entire tank is flaking off it would not be good to fill it with water and put it in your home.

I was speaking of the single seam shown in the images, and the inner seal itself, beyond that there is not sufficient information to tell if the entire tank has a generalized problem or not.
