I'm not aware of any species that wouldn't outgrow an eight gallon. They typically require tanks that are atleast three times their length in height. I think the smalllest tank i'd try would be a 20 high
You can put dwarf seahorses (H. Zosterae I think they're called) in that tank but not normal sized seahorse.
For a 20T, the only recommended horse is a pair of H. Fuscus.
Any other horse pair should have a minimum 29g.
