Got it... If you really want an eel then I would do an Eel and 3 fishes. You could do Option 4 - one fish + eel, I think it should work as long as you keep up with your water changes.

Just keep it in mind that clownfish, flame angel, and Midas blenny all have similar colors(type of orange). If I were you I would try to pick the fish with different color patterns.

Thanks man, I think three fish and an Eel would be pushing it IMO (I've pushed past the limit before and had to pay the consequences :( i.e. lost everything)

About the fish colors The orange clownfish, yellow midas blenny, and red flame angel I think they will be ok. Cause the body shapes are so different. Oh insted of the blenny I might do a neon goby pair or greenbanded goby pair or trio.

Snowflake eel is not a good idea at all. He gets pretty large(fat) compering to a ghost eel. He will go after your mandarin in no time! I just came back from my lfs and saw them putting in a large angel to the tank with a medium snowflake eel. The eel went after the angel, but then he realized that he can' swallow him. I would never add a snowflake to a reef with many small fishes.

With snowflakes it isn't about what they can bite, it's about what they can kill. Once they have killed a fish they will tear it to pieces pretty easily. If you keep a snowflake fed well it won't bother the fish in your tank though. I have had them for years and never had one eat another fish in the tank.
 
I've had a ghost eel for several months and in my opinion, they need at least a 75 gallon tank. I know some people keep them in smaller tanks, but that is just too small.
 
Eels feeding and output can lead to a required increase in water changes. For the most part this family of eels are fine as long as they are well fed. A hungry eel will try anything it can grab, once had a snowflake grab a trigger fish by the stomach... didn't end well for the eel.
