From what I understand Tunze made a post on a German forum a long time ago admitting the numbers were flawed. This was before the "EcoTech" test ever came out. The link to the post is in one of the massive Tunze vs. Ecotech threads in the lighting/equipment forum. It kind of makes the proposed bias of the "EcoTech" test a moot point.
Tunze admitted right away that their numbers were overstated. I am sure they knew this for a long time and your article confirms it. I never bought into "oh we made some modifications but figured nothing changed." That's crazy. But what they are saying is that overstating the GPH number is a common practice and they all do it. It's just that Vortech devised a test that artificially inflated GPH numbers when turbulence is present. And since Tunze pumps produce the least amount of turbulence, only they looked terrible. It's probably not a coincidence that this particular test was used to test these pumps. I have to believe that this test was designed to crush Tunze and Vortech did a good job.
