I take it you cant take frags on a plane anymore. Im flying from Albany to Baltimore tommorow and my buddy wants me to bring him some frags, i take it you cant do that anymore, correct?

yep, its those darn peace loving terrorist. They just want peace, so they blow themselves up kill a bunch of people and incovenience millions of other people. Some people go on planes just want to chill out and go on a airplane trip and maybe bring a bottle of water on the plane.

Not in carry on. You could put them in your checked in luggage but you would want to box them up very securely.
