third R/O chamber doesn't fill up?

I am a new R/O user an have a Kent maxxima unit. I noticed that when I run the unit, the third chamber with the silica cartridge(the chamber directly after the membrane) doesn't fill all the way up with water. Does this suggest a problem with my membrane??

No, that is normal. The water travels up through the center of the cartridge so the space between the canister and cartridge do not need to fill up.
